It will be least valuable to players who prefer landlocked, non-colonial, land warfare-focused powers in Central and Eastern Europe. National Focus is a feature I use in almost every game of EU4though you can also unlock that by owning Common Sense.
The difference for them in terms of options and flavor with this DLC on versus off is night and day. The Religious League Wars and Revolution Target mechanics add major, recurring events that I look forward to interacting with every playthrough. Features like being able to give my AI allies orders and demand war reparations are essential features I would have a very hard time living without.
This one is a winner, through and through. If you prefer a strictly historical experience, this expansion does for Central and South America what Conquest of Paradise did for North America, making the nations there feel fully playable rather than just being in the game as a placeholder. This expansion has come under significant criticism for introducing a feature as fundamental and borderline essential as provincial development and putting it behind a paywall. This is definitely the 'diplomacy expansion', and the utility it adds in that department for all nations is significant.
The best feature is probably the new automated naval orders, which are a life-saver when trying to manage multiple fleets with different roles. All the extra spy stuff is pretty reasonable to live without as well.
I could certainly live without ruler traits. For that reason alone, this is one of my favorite expansions.

Beyond that, most of the goodies are situational stuff for Coptic Christians, Fetishists, the Ottomans, and Prussia. This expansion will be of the least value to players not interested in any of those nations. The Great Power mechanics can open up some interesting, new play styles and a goal for smaller nations to strive for, but I probably ignore them roughly as often as I factor them into my plans. It really does make the region feel like a second sphere as fleshed-out, diverse, and fun as Europe, which is a huge accomplishment.
That opinion may change as I grow more accustomed to it, though. The focus of immersion packs, of which Third Rome is the first dedicated example in EUIVis to add a bunch of new mechanics and flavor for a specific group of nations while not affecting the rest of the world in any major ways.

I'm loaded in my game thanks to colonization and cornering trade nodes, but I can't sustain a war with the other nations since my force limit is still about On the Navy side, it's clearly published what raises the Navy Limit, but I don't see anything similar on the Army side. There is no limit to how many you can build, apart from using up manpower and needing it to regenerate. There's just rising fees past the 'no extra cost' limit.
You can fight a war in a deficit. I reaped about 10, gold from the Americas as Portugal and simply bought a mercenary army to crush Castille with while my natural manpower force sieged every colony they had - took them all in the war deal and cut Castille off from South America entirely.

I'm playing as Chagatai and had conquered many states in s, however I find it rather painful to have a low horde unity which brings lots of debuffs.

Keep conquering land and razing it. Ethier raze, like above said, or you gain a very small amount from looting provinces. If you have the latest DLC you can spend military power to gain aswell, think its MP for 10 unity. You have to move south and reach India or China. Hiring advisors are just a bonus. You gain gain income by either building market places for tradechurches for tax or workshops for production income then upgrade those as time goes on and your technology gets further. Another way to increase income is if you're ahead of time in technology and upgrade your provinces developement that way you don't get hit the power cap of for western tech if you're not behind in levels.Lab practical exam
You can do what rothschild said, but you don't HAVE to dismantle forts. All of those modifiers are incredibly important for late game blobbing. And so, even though getting the max absolutism is not super easy, even newer players should know should go for it, when playing an expansionist game. The absolutism mechanic becomes active in the Age of Absolutism and you can increase the absolutism only during that age. You can increase absolutism by strengthening government, increasing stability, lowering autonomy and harsh treatments.
You can also get yearly absolutism by age ability, some national ideas, aristocratic idea group and events. But you cannot increase it above your max absolutism. The max absolutism is affected by religious unity, legitimacy, golden age and government type. You can increase the max cap by changing your government type if you can, although that costs admin points with stability hit.
Another way to increase the max absolutism is to fire the court and country disaster. This disaster is also a good way to increase your absolutism fast. Now you can get the first three done fairly easily, so lets work on getting that 50 absolutism in a short time. You need to start preparing when Age of Reformation is winding down.
The day age of absolutism hits, make sure you are. We will use lowering autonomy as our main approach to raise the absolutism.
First step is to increase unrest. This can be done by. You can lower stability by either breaking royal marriages or if you have exploration or expansion ideas, changing your native policy repeatedly.
Get to -3 stability. Now you need to find Particularists and Nobel rebels on your rebel screen. Ideally this would be an isolated nation. When you no CB someone, you get reduced stab and some serious war exhaustion. This should be enough to get the rebels. Next accept demands from the particularists and the noble rebels if they are present in many provinces.
